In my school, students are not administrator of the netbooks they borrowed, however they keep it with them everyday. To deploy an application through Group Policy, it alwasy ask for Administrator previlige that students dont have. So how to deploy became a problem for a year, lucky in the end I found the solution, and now i am fairly confident to deploy most application to students netbook without Group policy.,

WSUS(Windows Server Update Service), LUP(Local Update Publisher) and optional Wininstall LE(For Non MSI applications).

I will roughly go through the setup, if you need details, I can add to it later.

1.Install WSUS on a Windows Server, make sure there are enough space since there will be a lot updates needed.

After you install WSUS, you need configure Client Groups, it may take several Days for all the computer registered, BE PATIENT. Once you get most of the computer organized, We can move on.

2. Install LUP on the same Server. For application with a MSI, you can use LUP to create the package and approve to your WSUS groups.  Make sure when you create package, ALWAYS CHOOSE MINOR IMPACK AND NEVER REQUEST REBOOT.

3. For application without MSI, you can create a sample machine. Install Wininstall LE, create package, take snapshot, install application, take snapshot and calculate the difference to generate the Software MSI for you. However remember when you create update from this MSI package at LUP, you must include all the folders and files within its folder. Once added to the LUP, you can approve it to your WSUS groups.

I will add more details about the problems I had before.
